Bio

Philip is the owner of ELM Consulting, a minority-owned, professional services firm serving local and federal government as well as the business community. After leaving the U.S. Military Academy, he spent 20 years working as an engineer and consultant in California, eventually leading to positions as public works director for two different cities. He also went on to hold leadership positions in engineering firms as he led the movement to asset management in local government. His experiences managing change made him aware of the need to improve the quality of leadership as a prerequisite to organizational improvement. After spending four years working around the country for large consulting firms, Philip founded ELM Consulting to focus on developing the leadership skills of his clients. He helps clients improving their business processes, and decision-making skills while saving millions of dollars in operations, construction, and management costs.

Philip, is a registered civil engineer, a Six Sigma Green Belt and has a Master's in Public Administration from California State University, Stanislaus.
